This summer, extreme weather caused by climate change such as heatwaves and heavy rain has been causing severe damage all around the world. Breaking a 101-year record, Sapporo in Hokkaido has experienced 32 consecutive days of temperatures exceeding 30℃. With air conditioning becoming increasingly necessary throughout Japan, power utilities are pushing plans to continue the use of coal-fired power generation, insisting that it is essential to meet the increased electricity demand caused by the surge in air conditioning use as well as the expansion of AI.
Since its inception in 2020, Japan Beyond Coal (JBC) has been working toward the goal of coal-fired power phase-out by 2030. Since then, five years have passed, and we now only have five years left. Not only does Japan still lack a clear pathway to exit coal, but new issues have also emerged as Japan plans to extend the life of coal-fired power plants in anticipation of ammonia co-firing and CCS (carbon capture and storage).
The 7th Strategic Energy Plan, approved by the Cabinet in February 2025, states that thermal (fossil-fuel) power will continue to account for 30-40% of Japan’s energy mix in FY2040. This year, we would like to focus on the relationship between Japan’s electricity supply and electricity prices, as well as the issue of ammonia co-firing in coal-fired power plants. Although the situation is challenging, we hope you will join us to discuss what needs to be done in light of the current circumstances.
