【News】NGOs Call on J-Power to Cancel the GENESIS Matsushima Project


On April 8, 2026, the international environmental NGOs 350.org Japan and Greenpeace Japan jointly issued a statement calling for the cancellation of the “GENESIS Matsushima Project” being planned by J-Power. In this Project, J-Power plans to add a coal gasification facility with a capacity of 100,000 kW to the existing Matsushima Thermal Power Plant in Nagasaki Prefecture.

Both organizations argue that this Project does not aim to phase out coal-fired power plants, but rather serves merely as a “life-extension measure” designed to prolong operation of existing power units. In fact, while J-Power considers it one of their future emission reduction measures, ammonia co-firing with coal remains in the demonstration phase and faces numerous challenges regarding cost and supply fuel ammonia. It is insufficient as a response to the climate crisis and does not constitute a fundamental solution.

Furthermore, this Project is inconsistent with Japan’s international commitments. The Japanese government has committed to transitioning away from fossil fuels and phasing out coal-fired power at the G7 summit and the COPs. Contrary to prior commitments, proceeding with investments for prolonging the life of coal-fired power plants contradicts the global trend toward decarbonization and risks undermining the trust of the international community.

The statement also raises questions from the perspective of economic rationality. The cost of renewable energy has fallen significantly in recent years. Solar and wind power are already cheaper sources of electricity than coal-fired power. Given the future introduction of carbon pricing and tighter regulations, there is a high risk that coal-related assets could become “stranded assets.” The GENESIS Matsushima Project can be one of such projects that carries investment risks.

350.org Japan and Greenpeace Japan are calling on J-Power to cancel the Project and accelerate the transition to renewable energy. They emphasize that a transition to sustainable energy is the only realistic option to protect the local economy and employment.
